Institutions preserve the problem to which they are the solution.
Shirky's formulation. The test is uncomfortable: ask whether an organisation would accept a solution that eliminated its own function, and note how rarely any does.
In practice
- A unit created to reduce a backlog reports quarterly on the backlog, and would have nothing to report if it cleared it.
- A consultancy whose revenue depends on a recurring problem produces excellent diagnosis and no permanent fix.
